Sure however you will need to strip all of the wax off the tiles. After using a stripper, I also suggest damp mopping the floor with TriSodiumPhosphate TSP after stripping off the wax. This will allow the cement to bond properly with the vinyl floor.
Allow to dry at least 24 hours. If the tiles are not glue backed, use a vinyl tile cement. Make sure you follow the instructions on the can. Allow the glue to dry until there is no transfer to your hand when you touch it before laying the tiles.

Sure you can. You should use a glue that will dry completely, not glue that stays soft or the tiles may slip around. If you ever want a new floor again you will have to tear up all the way though.

You can call your local Home Depot and ask somebody in the Flooring Dept. They would know.
