Yes, Singapore Prison staffs still used canings to punish the offenders and prisoners. Canes and whippings are used specially when rapings are involved in the offences committed.
As for Unnga, I'm unsure if you ever seen the real "cane" before used in the prison, it is actually a Rattan WHIP, it is no longer a rattan cane anymore. So normally before any caning takes place, they'll soak or dip the whip into the horse urine - ammonia and start to whip onto the person's naked butt, this is to enhance and aggravate the pain on the fresh wound.
