It's not like applying for citizenship where you have to take a test or anything (although maybe it should be !) But just: Move here and get a state ID card or driver's license listing your Chicago address. If you get an apartment, you'll probably have to pay for some sort of utility, either gas or electric or both. That will also help establish residency.

Get a place to live first all and get utilities bills in your name. In about 6 month you're in. But seeing that I use to live in the area the rent there is beyond high. A studio starts at 500 or more depending on the area. Anything else more, you better have a roommate or very good job to cover the cost. Heads up Chicago is strictly for the rich, the poor is the last on their list to help for anything. The cops there are unbelievable and get away with everything that has to do with charging you fines. So be careful.
