Both are type 3 levers, with force applied between fulcrum and load.

The back teeth are more powerful because they are closer to the fulcrum of the jaw.

A rake is also a type 3 lever.

With your hands spaced the same, moving them towards the load (the rake teeth) shortens the load lever arm while maintaining the force lever arm.
