I grow banana trees on my job, they also froze last winter, babies are coming up from a few of them, but soon we will bump them up to bigger pots with new soil and a new dose of fertilizer,if yours is in the ground you need to cut down the old stalk, new plants will come from the root system not the stalk. It is a little early yet for the plant to start growing again, give it a few more weeks.

It's as easy as cutting off the frozen leaves. As long as the main stalk is still alive it'll give you new leaves pretty soon. If your banana didn't bear fruit yet it should be okay but if it did already, it is natural that the main stalk will die. In case the main tree dies, as long as the main base (the one under the soil) is still alive it'll eventually give you a side shoot. A baby banana, they called it.
