It is Bulgarian and (sorry) it is rude. "deba" is a short form of "da eba" = to perform copulation. So in short "mama ti deba" means "f*** your mother" and is used in cases you would say in English "f*** you". The other expression "na majka ti v putkata" literally means "in your mother's reproductive organ" and it is used as a statement of denial. In such cases one would say in English "go f*** yourself" or "f*** off".
