It sounds like a scam to me. I can see them asking for trainees to help pay for their training, but not an application fee.
But then I've never been a firefighter, so perhaps that is common in that industry?

No, I don't want to become a fire fighter. Although, I do want to have a job that involves saving peoples lives and helping people.
