i want a good modeling angency that can jumpstart a career in Singing.

It varies by state and city, you should know that. And there really isn't any 'jumpstart'--some models get big starts, some don't. I know models who have been working for years and have little recognition for their work. It's a tough business. I'm pretty sure you're sitting there thinking, "Well, I can do it--I know I can!" Well guess what--so are the other thousands of girls who want to be a model. Also, I'm not exactly sure that starting off as a model will improve your chances of being a singer. Those who sign others for record deals look for past singing experience--not if they've been on the cover of Vogue.

Why would you go to modeling school if you only want to be a singer? I think any agency would be upset that you only used them as a stepping stone for a completely different field. Go to a performance arts school instead and get relevant experience that you can apply to your desired career. A record label won't care jack squat about what modeling you did.

Why do you think that a modeling agency will jump start a career in modeling?
I suggest that rather than look for an agency that will promote you, you hire a publicist who specializes in singers.
That said, to answer your question, the best agency to jump start any career would be Elite.

The best is Elite Model Manegement. Its hard to break into the industry though.

You dont need a modeling agency. You should look at Music Labels.
