I heard it had something to do with a guy giving away money during the '60s but I can't find confirmation anywhere.

Like a lot of Paul's work it had little or no meaning. It was a fun song he recorded he demo than presented it to The Ivy's.
The Ivy's later became badfinger and the song "Come and get it" was used in the film "Magic Christian Finger" Recorded in late 1969, was a hit in 1970 around the time the Beatles broke up.
