I was there last July, and it is too cold and windy for sunbathing or swimming at the beach. However, there is a nice park that runs along the coast for biking, skating or running. But, there is not much daylight in July in Brazil. Expect it to get dark around 6pm or so. And take your long underwear, not your bikini.

This depends on the climate conditions: normal or anormal.
Normal conditions for season in Florianopolis in a cold winter. The coldest town in Brazil, São Joaquim, is near to Florianopolis. If you are Russian and if you like ice swinmimg, you may look for a poll in São Joaquim between June-July.
Other towns in the Santa Caterina state are not so cold as São Joaquim, but, are, all coldest than Rio de Janeiro, for example. It means that temperatures keeps under 20 °C/ 68 F.
Florianopolis is no much hottest than these others in a NORMAL winter. So, if you go to the beach, maybe you be the only one.
In an hot winter, the beaches can be good for the sun bath and swimming.

July is winter in Brazil,so its not very normal people go to the beach but it´s nice.
