What of the Constitution that gives the executive branch the right to allow the president privacy with his staff? What part of it gives the Legislative branch the right to create laws for payment loans?

You have to remember the Constitution would have to be a million pages long to be as specific as we would like. As for the presidential question just look to Article 2.

You would argue that his power to enforce the laws would require that he have the confidence to confide in his staff without being over scrutinized.

As for the legislature question assuming I am understanding the question correctly look to the neccesary and proper clause of Article 1.

Article I gives congress the right to deal with money etc. Technically, there isn't a specific section about presidential privacy, this is considered to be an "executive privilige" determined by precedents in law, not the constitution. The information regarding the president is in article II of the constitution.

Article II specifically deals with the executive branch and I believe Article I deals with the legislative branch. Executive privilege is a Supreme Court interpretation of parts of the constitution.
