Is a baby polar bear a polar bear puppy or polar bear cub, or can either be used interchangeably?

It is a polar bear cub. Because it is a bear, not a dog. You might be thinking of seals, as their young are called pups.

a baby polar bear is called a cub not a puppy. only baby dogs are called puppies.

It's a Polar bear cub. Puppy is for dogs only. Pup for seals and simlar. Puppy can't be used for seals either.
