Under the state law (of both states) it is not illegal as long as the truck does not weigh more than 10,000 pounds and is following all other safety laws (speed limit, passengers sitting, etc.) Additionally, the passengers in the back must be at least 18 years of age. An item of note is that individual cities are passing ordanances making this illegal so you may want to check you city's laws to ensure it's legal in the city.

It is illegal to ride without a seatbelt in both those states, however if you are only going a short distance you will rarely be cited. On the freeway or something you will definitly be pulled over.

I think it is in Oregon. I don't know about Nevada.

It's illegal in Washington but it happens all the time and very rarely does anyone get sited for it.
