I love roses! I had the same problem. I use dish soap, Dawn, and water. I spray them with a solution of about one fourth cup soap with a gallon of water. Use about half of that on the leaves and pour the rest through the roots. Use one cup of vegetable oil poured directly on the roots about once a month, and pour a cup of epson salts around the base. I read this in a gardening book years ago, can't remember who he was now. It has worked for me for years, the soap washes the leaves and roots, keeping the bugs off (they feed off the leaves). The oil makes the roots too slick for them to stay on, and the epson salt gives off an odor that they hate.
