The movie you are thinking of is Lion King 2: Simba's Pride. It's a sequel, so it takes place after Scar is dead. It's not Scar, it's a cub from a pride of lions who were exiled for supporting Scar. The lioness he falls in love with is Kiara, Simba's daughter. There are 2 1/2 movies.

There are only three movies, The Lion King, The Lion King 2: Simba's Pride, and The Lion King 1/2 (all in the order of release dates starting with the earliest). There is no young Scar, however, Scar has three kids in the second film. The youngest and the one that looks most like him, Kovu, falls in love Simba's daughter, Kiara. (They also made the first Lion King into a Broadway Musical)
