If it is very dry, use a very very fine steel wool and gently rub it. If it is less than a month old and is a dot type paint drop, then use a sharp object like a razor blade it could just pop off.

Dry scrap it with a paint scraper as that protects the wood grain the most.

Solvent open up the wood grains, sandpaper takes the wood (+finish) off.
