Norton security is a useful as a pork chop at a Jewish wedding. Uninstall it and get other anti virus, it has been proven over and over that it does not do the job it is designed for, I know it is my job and I would certainly not install Norton, the first thing I do is get it out of the system. Google norton and put "norton problems" you will see what I mean.

I installed "Norton Security" on my computer and found the same problem as yourself,
I ran the Norton updates and thought that would solve the issue, but it didn't, so in the end I was forced to remove the software from my computer using their removal tool,
and since I am with "Virgin Media" download their security package "PC guard" which is worth £40.00 but free to it's customers, this includes :
Anti Virus, FireWall, Anti Spy Ware, Identity theft Protection, Parental Control, Pop Up Blocker, Privacy Manager which is Email scanner, IP Address Protection, and Host Protection.
this is updated every three hours so you stay protected at all times, and the best thing about this is you never have to worry about renewing your subscription so long as you remain with Virgin Media.
Just remember that since Windows XP has a firewall already installed on the computer to turn this off because two or more firewalls running at the same time can conflict with each other. if you are interested then check out their website which is, http://virginmedia.com good luck

It could be that malware has installed itself on your pc and disabled it. Try disconnecting from the internet and reboot in safe mode, see if you can restart it from there. I'd also run a virus and spyware scan while in safe mode.
To get into Safe Mode repeatedly press the F8 key after the bios screen loads but before Windows loads. You'll know if you made it because the screen will be at 800 x 600 and your pc will be slow.
Also, try using another anti spyware on top of what you have, Spybot Search and Destroy or Ewido are both good and free.
http://www.ewido.net - AVG(Ewido) anti trojan.
http://www.safer-networking.org - Spybot Search and Destroy anti spyware. Use the Teatimer settings to protect Internet Explorer, and the Immuniser to stop malware getting on your pc.
Spywareblaster works with Internet Explorer and Firefox. It won't uninstall spyware that is already on your pc, but it will prevent hijacks and other malicious changes to your browser.
