This is a time when a majority of the population is asleep. If people know to change their clock before they go to bed then this will ensure their clock is right by morning. If they changed the clocks during the day when the majority are awake this would cause chaos and people would be too early or late for everything.

It doesn't have to be changed at exactly two a.m. , you can change it before you go to bed or after you get up... but official it is at two a.m. cause that's when most people are asleep

if i'm not mistaken it is to balance the change in the states so that all change accordingly and may be set to grenwich mean time

because its later and most people are already asleep so it wont mess with schedules too much
