I've installed some cool extras on my PC (leds) and they plug into a power out plug in my computer. I was wondering if there was a program to turn on/off that plug?

Yes, however, it is specific to special power supplies that come with that feature.

There are also LED bars that come with software that controls the on/off & intensity.

There is no such software to turn on/off any hardware, unless you consult a software engineer and request him to design a software for that purpose.
