Walmart buys stuff that is made in China of man made materials (synthetic or FAKE), that will not let your feet 'breathe' hence the odor. I can't stand walmart.

You are buying cheap shoes that are made out of man-made materials which just cause your feet to sweat, and then the sweat just stays inside the shoe and causes the stink.
Many of these shoes contain plastics and other synthetic materials, these are not good for your feet at all.
Before you purchase a shoe, look to see if it says man made materials or man made upper, these are bad, your feet cannot breathe in them.
Both stores do carry a small amount of selections that have leather uppers, just read the fine print near the sizing. The information is generally located inside the heel counter or on the lining of the tongue of the shoe.
The only synthetic shoe which breathes is a running shoe, as it has a lot of lightweight mesh for flexibility and breathability.
A slightly more expensive, higher quality shoe will last you for years, if you take are of them.
Good luck.

OK - first up, use odor eaters.
Secondly, you get what you pay for. Cheap shoes=cheap materials, shoddy workmanship. They are a false economy, because you will replace them three or four times in the time a good pair of leather or cotton shoes takes to wear out. Leather and cotton breathes and doesn't smell, is much more comfortable to wear, and can be repaired if any damage occurs. cost per wear, expensive shoes work out to be cheaper than cheap shoes if you get what I mean.

Wal-Mart and Payless shoes are so cheap because they don't use natural materials. Instead of cotton or leather they'll use nylon and PVC, vinyl, etc. Buy good shoes and this won't be an issue.

I've never had this problem with sandals from either store, but you can try using a scented oil to treat them before you wear them. It works for my running shoes, maybe it will help your funky smelling sandals.
