I've seen loads but they are all bright colours and i was after one that was black white and red if poss, its only for a joke so want to be able to make/get one for under £10.
anyone know a way to make one

I presume you are talking about the Native American Indians?
Right there a a few ways you could do it.
WAY1
Get a piece of leather or suede about two inches wide that is long enough to go round your head and be tied at the back.
Lay it on flat surface and get feathers of black, white and red and stitch, glue or staple them on.My advice would be to start at the what will be the top and work from left to right in a row. Then overlap this row with another until the whole area is covered.
This will give a full thick headress. If you use staples you may need to stitch a little piece of fabric on the undecorated side to stop the staples from catching in your hair.
WAY2
Measure your head from temple to temple and cut a piece of card about three inches wide.Cut one edge in a zig zag shape, then decorate with patterns and bright colour detail. Staple or glue feathers (or very stiff card in the shape of feathers) on the UNDECORATED side in line with the zig zag edge.
Measure your whole head where you want the rope to lie, and allow for tying, staple some strong rope to each end of decorated card and you good to go.
Or get a piece of haberdashers elastic (they sell in all good craft shops, fabric shops) and attach to each end of card and slip over head.
These are the two cheapest ways that you could make it that I can think of at the minute.

Hi

I would go to a craft shop to get some feathers or look on ebay as they sell craft stuff cheaply.... or even go down the beach if you are near one and pick some up white and black ones up!

Fix them onto a clothes style hair band using material glue or any other strong glue.... It should look quite good when worn.

making one is easy. All you need is a cheap cloth and shiny lace.
