Here's something creative that will be appreciated and you will have fun doing:
Make up a crossword puzzle and have all the hints be personal inside moments and jokes that only you two would know about. Put it on a poster board and add some clipart and some pictures to it!
The crossword puzzle could be time consuming and a bit frustrating ... you could do the same idea with a WORDSEARCH or WORDFIND puzzle.
Put your computer skills to work! Use Excel, get clipart from Yahoo Images Search, copy them, and reformat them, use a gluestick to put on posterboard.
Use graph paper, and pictures from magazines if you are not as good on the computer, and it will give it a homemade feeling.

Is there anything she's been asking for for a while? Is she interested in music, sports, books, or something?
I was the same way when I turned 16 (and still am...I really don't expect big fancy presents!). On my birthday that year, my mom just bought me a CD and some shower stuff (like soaps and scrubs from Bath 'n' Body Works). It was great! Lotions, perfumes, candles, and spa things always work, so find out her favorite scents and maybe build off of that.

department stores sell very nice diamond earrings now days. If you get them on sale you could spend about $100-150 and get her a really pretty pair that she would cherish, and likely pass on to ther daughter when she turns 16 :-)

Last year, when my daughter turned 16, we bought her a digital camera and she loved it! Had a BBQ with all her friends and went to putt-putt golf.

A special or symbolic piece of jewellery is lovely to get for your sweet sixteenth! I got a cross on a chain, and i'll treasure it always. they don't have to be expensive at all.
