The actual "Screaming Tunnel" is no longer accessible to anyone. There are several other, smaller tunnels in the area that are often billed as the real deal, but the real one is closed off.
The real one is outside of St. Catharines, on St. Lawrence Seaway property. It's south of the CN railway tracks, east of the Welland Canal. You'd need a detailed map and aerial survey to successfully find it, and even with these, it's not easy to spot. The first time I hiked there, it took two hours with all the necessary maps and diagrams.
The tunnel is partially submerged at one end, and there's a fence that blocks access. The other opening has been bricked in, for fear that the aging structure might give way someday when people are in it. The tunnel itself has been reinforced and braced over the decades, but none of that is visible anymore.
Sad to say, if you haven't seen it by now, you'll only get a look at a closed up portal. I was through it several times when it was still open, and it's pretty interesting - another small tidbit of local history.

The tunnel is under the old railroad tracks just to the west of the Queen Elizabeth Way in Niagara Falls. A path wanders through the tunnel and then up to an empty field on the hill.
How you get there will depend really on where you live and whether you have a car.
