What makes water marks (spots) on silverware?

I know it's when the spots dry,

but I want to know SPECIFICALLY what in the water is making the spots. Is it salts? Or something else?

It depends on the water source and the impurities contained within it. As the water evaporates, the impurities collect and leave a residue on the silverware because they cannot evaporate.

The minerals in the water stay on the silverware, glasses or whatever else when the water dries up, causing the "water" spots.
