Does anyone know what I need to do to totally remove everything from it and later reprogram it? It will not let me reinstall anything either.

I am not understanding your problem well. If you are the administrator of the computer, then you shouldn't be blocked. However, if you are NOT the administrator for the computer, you will be unable to make changes to the computer.

that may happen if you are not the administator
format and reeinstall windows
or if you have goust copy use it
