The price will limit you to a few species you might not particularly want. This also suggests that you want a cheap habitat, low-end heating, humidity, and lighting, etc.
Tortoises are not generally considered 'discount pets'.
Sometimes you can find Russian or Sulcata Tortoises for this price. Russians are not bad for beginners, but Sulcatas take a lot of soul-searching before you buy one of these giants.

A local pet store and in the town paper and local papers. If you are in a small town then look in the newspaper from the closest big city.

wow go to http://www.petfinder.com/ most are only $25 and they have quite a few and you will have the piece of mind that they have just seen a vet and are either in great health or on their way. and you will help a great organization.
