THE PRUSSIANS.
Prussia was united under its army. The Prussian Empire came to be because of its army. The society revolved around it. I think they were fierce. The Imperalist German army might have been fierce as well, but only because it had the Prussian army in the background.

The Hessians, Prussian soldiers that fought for England in the Revolutionary War, were known to be completely mercilessly. If King George III hired them to go to the U.S. and protect British interests, then they must have been some mean warriors.

I do believe history already answered your question. Go back to the 19th. century as reference, and figure it out. Prussia no longer exists and neither does the Kaiser.
