If you have a desert tortoise they usually start in October and come wandering out about mid-March. I went to a website and read as much as I could about them and what they said was exactly what mine did. He crawled under the bed in the coldest room I had, so I kept the heat from entering that room but I went in often cause I was so curious about him and when I put the flashlight on him he would make a hiss noise like a snake. Scared me at first but I imagine that is the point huh? He was in and out waking up for the first two weeks in March and I kept water out for him and he went for it so I put some Romaine lettuce and apple slices for him and went it disappeared I knew he was ready to go back outside for some sunshine. But like everyone else said it all depends on what type of turtle you have. I am not not an expert and I'm still learning about these awesome animals.

I have a painted turtle and he usualy comes out of hibernation about Mid-March. I do not know about your turtle, but that is the way mine operates, but, if I knew what kind of turtle it was, I could find out. If you check it once every few days you should be fine.

How is it hibernating?

If you are controlling the temps, just start to bring them up.

If it is hibernating outdoors, it will come out when it is good and ready. Check on it daily.

You will find good care and hibernation info at http://www.austinsturtlepage.com for turtles and http://www.tortoisetrust.com.uk for tortoises.
