Basically, this is what scientists think. During the sunset, towards night, you may sometimes see the sky as the redish and orange. This happens because of the radiation. During the night, certain waves reflect, causing the sky to turn red and orange. Red and orange are long waves, at the end of the electromagnetic spectrum, and are reflected during the evening. The long wavelengths are scattered around in the atmosphere, making the sky redish/orange. The shorter wavelengths, such as blue, are reflected during the day, and have a higher frequency. You may not know what the electromagnetic spectrum is, but I can say that when you see a rainbow, you are basically seeing the the colors of the waves arranged in order. Here is a nice link to explain: http://www.windows.ucar.edu/tour/link=/sun/spectrum/multispectral_sun_overview.html

It is just a rumor that the sky is blue because the ocean reflects the blue. How can that be? Not all of the sky is over an ocean anyway. There is much more science behind it. This website very well explains why the sky is blue, you should take a look at it: http://www.answers.com/why%20is%20the%20sky%20blue%3F

If you have not already learned about the electromagnetic spectrum, you probably will, and that will explain everything about the color of the sky and much more. In summary, it is blue during the day because of the short waves that are reflected.
