Around 1918 when women worked in munitions and other factory jobs during WW I. There was a necessity for women to wear trousers at work and that led to less stringent dress codes in society. At first it was not accepted by the men when they returned from war, but we ladies stood our ground and these relaxed dress codes led to the ultimate in short hemlines, the mini skirt.
As for when the became really popular, it was the mid 1920's when the jazz era gave birth to the flapper style dresses, which barely skimmed the top of the knee cap. They were considered scandalous by many at first, but younger women wore them anyway and they soon became all the rage.

The trend began in the 1910's with the hobble skirt...slim and daringly showing ankles. The 1920's saw skirts climb to the knees and the '30's and 40's saw them sink again to mid-calf or therabouts. There is a theory that the stock market follows hemlines...don't know whether it's true or not, but it's funny.

the 1920's. women first started to wear shorter dresses, this was also when women started to shave their legs and under arms. because they were wearing dresses that showed it
