just curious if its just my local Home Depots or if this is all over the country.

Mine does not have them. The McDonalds in downtown Dallas, Tx had them so they started playing classical music really loud outside their store and the workers stopped showing up and the desired clientell came back.
the police can remove them because they may be loitering.

That kind of stuff only happens in areas that are close to the Mexican border. I used to see it all over when I lived in southern California. They're illegals.
