Mother Board?
Chip Set?
Drives? (DVD/CD record)
HD size?
Operating System?
Speed?

This would be to run everything and must have a tv out for the videos etc: plus have a TVio type recording program.

Motherboard and CPU: Gigabyte 945GZM-S2 Intel Socket 775 MicroATX Motherboard and an Intel Pentium D 940 3.20GHz OEM Processor $170.00
CD/DVD Drives: DVD Player $30.00 and a DVD-RW Dual Layer Recorder $85.00
Hard Drive: 500GB $150.00
Memory (RAM): 2GB Dual Channel DDR2 533 $150.00
Operating System: Microsoft Winsows XP Home w/SP2 $199.00
Video Tuner with Software: AVerMedia AVerTVHD HDTV/TV-Tuner Combo PCI Express (x1) Card $90.00

Total Price: 874.00

Or you could purchase a Media Center system like:

Gateway GM5076E PD 940 3.2GHz (viiv) / 2GB DDR2 / 500GB SATA II HDD / DVD±RW DL / DVD-ROM / Media Reader / nVidia 6200 / TV Tuner / 10/100 LAN / Windows XP Media Center 2005 / Refurbished Desktop PC from tigerdirect.com for $750.00

The thing that will kill your budget when building your own system is the price of the OS. You can go with cheaper OS's like Linx or something, but unless you have experience using it and setting up the components to make all your periphreals work I would not suggest it.

Plus the above list does not even mention the price of speakers, keyboard, mouse, monitor, Computer case, power supply and various cables needed to complete the system.
