Ummm look at your speedometer??

If you're keeping pace with the car in front of you, they're going the same speed. If you're catching them, you're going a few miles an hour faster .... could be any speed, depending on how fast you catch up to them. If they're pulling away, they're going faster ............ geeez

I'm not sure of the question, but I'll try and answer it.

If the question is how do you judge the speed of the car in front of you, then it would be your closing rate. Or how fast you are gaining on him. A lot of it is experience.

If the question is how do you judge the distance to maintain between the you and the car in front of you then the answer is the 2 Second rule. Pick a point in the road and watch when the guys rear bumper passes over the spot, then start counting, one thousand one and one thousand two. As soon as you finish with the two your front bumper should be passing over the spot that you were watching.

That is about the correct distance to maintain, now back to the real world, these days if you try and leave the proper amount of distance between you and the car in front of you, some jerk will cut in front of you, so don't worry about it, just adjust your speed to allow for the 2 seconds again.

As you get more experience you can fine tune the distance, but starting out, it is a good rule to follow.
