I don't notice any water in the oil when pulling the dip stick out, air filter was soak. The starter tries to start but never does, could it be wet spark plugs?

Could be that the motor Hydro-locked....pull plugs and see if it will spin over...if it does then reinstall plugs and see if it will
start...most cases there will be internall engine damage

Was the engine running at the time of event?If so, you may have sucked water into the engine since you said that the air filter was soaked.I would remove all the sparkplugs and make sure they are dry and that the sparkgap is set at proper gap.While the plugs are out.Spin over the engine to push any excess water out of the engine.Then squirt some WD-40 down each cylinder thru the sparkplug hole and spin over again.Replace the sparkplugs and see if it will start now.If it does not start, you may have also shorted out the distributor.If no dist. you may have shorted the ignition module.I do not know what kind of car you have.Try what I suggested first.Also, Does the starter motor spin over the engine?If not, replace the starter also.

Possibly. The best thing to do is run a compression test on all cylinders. Water will not compress, therefore water in cylinders causes hydrolock. This bends rods in the engine, causing major compression loss. If compression is good, then its something that simply got wet.......say prayers on this one!

Your sparkplug wires, plug tops and just about anything electrical with contacts need sprayed with WD-40. It displaces moisture quite well. Works for me all the time if my engine gets wet. Make sure you re- place the wiring where it belongs after doing it.

Replace the distributor cap and rotor and the air cleaner first. Then use a little starting fluid in the carb/throttlebody to kickstart it.
