UC Santa Barbara, but keep in mind that UCs are typically known for their academics and not their partying lifestyles.
However, also keep in mind that UCs enroll thousands upon thousands of students. You'd be fooling yourself to think that even at the most boring non-party schools (i.e., UCSD) you wouldn't be able to find a party.
It's college. Unless you're going to some straighlaced private school, you're going to find people going crazy if you look hard enough.
Also, if you go to a UC in a major city, you're going to be surrounded by a ton of other colleges and universities. If you can't find a party on your campus, you will on another, and campus hopping is very common. Plus, if you go to a UC in a large city, you'll be surrounded by the natural nightlife of that city.
So the term "party school" is kind of meaningless.

Santa Barbara can make "party school lists". However, it's the extreme north of what you could call Southern California.
The other UCs in SoCal aren't great party schools. 2nd place would be UCLA. Irvine, Riverside, and San Diego are REALLY boring party wise. Santa Barbara is the clear winner in the party area tho.

UC Santa Barbara is always tops in the party school lists, but you can get an awesome education (they have multiple Nobel PRize winners on staff). Plus you get to live on the beach, and they boast it is sunny there over 300 days per year.
UCLA and UCSD do not usually make any list.
