I need a precise answer. I want to know if downloading of it is illegal. Please provide an answer that won't confuse me like:

it is illegal in some parts blah blah but people still download it.

please do help! :)

It is illegal.

Manga is protected by copyright.

The author would not have to scan his own work, he could load it directly from the pre print format if he wanted to share it. The scan is an illegal copy, and it is illegal to download it as well.

And it has nothing to do with American company nonsense... Japan is part of the Berne convention, and Japanese products are protected under US copyright law.

I think the only places it might be legal are The Republic of Congo and North Korea. Everywhere else that's not part of the Berne convention is run by Islamic fundamentalists who'd ban Manga full stop.

I believe it is illegal if the said manga is made by someone and don't ask the permission of he copywriters.

It is if the manga is licensed by an American company. If it's licensed by such companies as Tokyopop or Viz, then yes it's illegal. If it isn't licensed in America, then you are fine.
