Water temperature could affect these numbers but usually 8 minutes is the absolute limit and before 5 minutes is the prefered amount of time you want to rescue someone who's drowning. If the water's colder their metabolism will slow down which will in turn reduce the amount of oxygenation and therefore will slow down any brain damage or decomposition of brain cells from particles moving slower than they would in warmer water. The warmer something is the quicker the molecules are moving so the slower a drowning person's metabolism is the better chances they have of surviving the incident.

It depends on a lot of factors, but for most people under normal conditions, 5 minutes is the limit.
For younger children, trained athletes, and in very cold water, the time increases to as much as half an hour. Technically, of course, a person is dead after that much time, but there HAVE been successful resuscitations of people who have been under that long. In many cases, though, there is significant brain damage.

depends if they hold their breath. the average person under stress or in panic might last 15-30 seconds.
After breathing stops the heart will stop shortly after, in less than 3 minutes.
4-6 minutes brain damage is possible
6-10 minutes brain damage is likely
over 10 minutes irreversible brain damage can occur.
so if you consider the heart stopping death... it will take less than three minutes die depending on the person.
