As long as it's an indoor/outdoor ball, it's fine. Don't use a leather indoor game ball outside, though.

Some balls are made for outdoor and indoor use. Others are made just for indoor. They are made out of different materials. As long as you have the one that can do either it should be fine. Just look on the ball, it should say it on there.

Depends what kind of ball you have. If you have a leather ball you shouldnt even be using outsied. But if you have a synthetic ball, if you paid under 20 bucks for the ball it is probably a synthetic ball, then the water wont really hurt it that much. But it will get the ball pretty dirty, which will in return turn your hands black everytime you use it

If it's an indoor ball, yes, it will mess up the leather. But they do have indoor/outdoor basketballs or rubber basketballs that will work.

Yes,
The water will stretch the leather of the ball as it is dribbled. But when it dries it will dry unevenly producing dead spots on the ball.
