Loop your first rubberband into a knot, tie your second one around the knot, etc. Once you start to achieve a circular shape, start stretching the hanging pieces around the ball.

You can get a little foam ball, or a super ball, and wrap them around that. This way, the ball doesn't get unusally heavy, so it seems like it's all rubber bands.
