Houston (fans) wanted the Oilers. The owner of the Oilers/Titans Bud Adams owned the naming rights of the Houston Oilers. Texans owner McNair wanted to buy the naming rights from Bud Adams. Bud Adams refused to. Rumors has it Bud Adams was in outrage that the the people of Houston voted to build a new stadium for there new team (Texans). That was one of the reason why he moved the team because the people wouldn't build him a new stadium. These were the list of names the fans of houston had to choose for there new team. Texans, Wildcatters, Appolos, Torros, and Stalions. Bud Adams is the most hated man in Houston ironicly Bud Adams still lives in Houston TX.

The Browns kept the name because it was of the city. The team was named after Paul Brown on the the greatest coaches in NFL history. In Cleveland they love The BROWNS the name sake and the history is the major reason. Plus I don't believe that the city would have backed a team by any other name.

The city of Cleveland filed a lawsuit against Art Modell and the NFL. As part of the agreement, Art Modell let the city keep the rights to the name and history of the team, and the NFL guarenteed the city a team in the next expansion which was 1999.

The Titans owned the rights to the Oilers name (and kept the color scheme), and presumably, Houston was so jilted by the last franchise they wanted to start fresh.

The Cleveland Browns had a seventy-year history prior to their move to Baltimore. It was a public relations nightmare for the NFL to have them move, and the easiest way to reconcile with the city was to allow them to have the name back.

The Mayor of the City of Cleveland sued the NFL and won, and was able to keep the name, colors, history etc... in Cleveland. Also got to get an expansion team in 1999.

Because Cleveland sniveled and whined and the NFL bent over for them.
