I know that when you turn the key (in the ignition) to ACC (last click before starting the car). Everything is supposed to come on. I only get;
SERVICE ENGINE SOON
FASTEN SEAT BELTS
TEMP
COOLANT
is there any way I can find out what ALL of these lights are supposed to be? please provide a link, if you can.

What kind of car, year and model are we talking about? There should be a diagnostic check of all the indicator lamps in the dash during engine start up. The CHECK Engine light is a separate entity and has many functions. The dash warning lights should come on when there is problem with the device or accessory to which they are protecting.
On most cars, you can see all the "possible" warning light display "possibles" by holding a flashlight up close to the display panel. This does not mean you should see these warning lights illuminated, since your vehicle may not be equipped with all the optional accessories. (Like ABS, or convertable top latch, or low tire inflation pressure, or vehicle distance warning light, etc.) If you have a feature which is non-functional, but no warning light to indicate such a problem, you can check the mini-light bulbs accessible from behind the instrument cluster.

No! What else are you "expecting" to come on? Those lights that you mentioned are tied to the fuse panel for their power but the indications are being reported from your car's OBC (On board computer). Once you actually start the car then the OBC updates the data to you. (That’s why they stay on for a second or, two). If your looking for some sort of LED LIGHT CHECK or, Indicator check (ensuring all lights work), that’s something particular to the make and model. Some do and some don't. However typically the only time you should see a light on is when the OBC is reporting a problem. The way it does that is by what’s called its "map" or, Library. It compares the "ideal" running conditions to what it sees "now". If it the OBC has to make adjustments to the say the Spark Advance, Vacuum pressure etc. to far outside its mapping you may get a check engine soon. Remember that the OBC also does instant corrections to your engine to keep it at it optimum performance

Shine a flashlight during the evening hours at the area where the lights should be. You will be able to see what could be lit up. If there is something that does not come on the bulb behind it probably burnt out.

Sorry, since you neglected to tell us year make and model, no way I can give you anything other than general information.

You should also have oil, battery, and air bag lights. If you don't it's probably burned out bulbs.

If you have a service manual in the glove box, it can tell you what yours should have.

What does the owner's manual say? If you don't have it, sometimes you can find one on ebay for a a dollar or so.
