It is there for a reason. Go to radio shack and get a converter that you can plug your three pronged plug into so then you can put it in your outlet.
I mean unless you want to start an electrical fire.

No. Call a handyman, or ask the landlord to replace the outlet. they are no longer code, so it is likely very old. An AC unit is a large draw on the circuit, so you already have two potential risks. Don't tempt fate. Get it done right. Also, have the person who fixes it test it to make sure it is grounded. It IS a big deal!

If you do, you or someone else that touches it becomes the ground in the event of a problem. It will sure clean the rust out of your pipes. Don't be a slug. Change the outlet and make sure it's grounded.

ABSOLUTELY NOT!!!
Get an adapter if you need to, and attach the ground wire to the center screw on your outlet. That ground wire is there to protect you in case of a malfunction in the device you are using. This has nothing to do with power surges, it is a sefety issue. It is there to save your life!!!

if you do, just be advised that if a power surge occurs from a storm or some other thing, it might blow out the unit or possibly cause an electrical fire.

NO STOP!!!!! Absolute fire hazard. Chances are any cord or outlet that doesnt have a grounded receptacle will not be able to handle a air conditioner please put it somewhere else or call an electrician. PLEASE!!!!
