how do you get them to build the temple?

You need to complete most of the skill levels (you will need level three building at least) and I think you need level two spirituality. It's one of the last puzzles to solve.

You have to get the top building skill and have at least one or two master builders.

I'm not quite sure. I think they have to be master builders or something. Every time I play and then take break (or go to bed, or school, or rehearsal, or whatever) my villagers all die, so I quit playing.
