They are there because the water is full of life giving resources and they have evolved to be able to use them. And as you know water covers most of the Earth.

Originally, according to Darwins theory, all things originated in the sea. Fish started as small organisms and over the years things evolved. some things went on land, some stayed in the water.. some turned into whales, some turned into fish.. blah blah blah blah.. you get it..They evolved to live there basically...

Fish do not have lungs. They use gills to extract air from water.
Also, they smell so bad that they would cause air pollution. ;-)
