Josef Jakobs was the last person executed at The Tower of London on 15 August 1941. He was shot by a firing squad composed of soldiers from the Scots Guards.
The Tower continued to be used as a prison during two World Wars, and the presence of German soldiers and spies in the Tower may well have protected it from bombing. The most famous German prisoner was Rudolf Hess, the Deputy Führer of the Third Reich, who spent five days in Queen's House after flying from Germany to Scotland in May, 1941.

The last two people of renown to be in the Tower of London were Rudolph Hess (imprisoned there for 4 days) and George Salman of the RAF. He was put in there as a captured Luftwaffe officer in order to get information from Hess.
Officially the last 2 people were the Kray twins. They were hoodlums and gangsters that got tossed in there in 1952 for failing to report for national (military service).
