If you have a piece that has already been bisque fired, you can buy various stains that will glaze the piece without need of a second firing.

One option is the Duncan line of bisque stains. You can then seal them with a clear ceramic sealer to the shine level you desire. These items are available on many online shops.

If you are using something - like a tile or plate - that already has a glaze, even just clear, on it, you can use enamels - found in most craft stores - my Michael's carries them. You can then bake the enamel in your oven and it becomes a permanent part of your piece. These are great for touching up plain pieces and even covering mistakes.

You can bake clay like Sculpey or Fimo in your own oven, and then paint it when it comes out if you've gotten the white kind, but they make it in colours so you don't really need to paint it. If you want to actually throw and then glaze what you've baked, you do need a kiln because a regular kitchen oven is not the same as a firing kiln. Some places will let you purchase things that other artists have thrown and baked, and just paint it (if that's what you're interested in). Just look up "ceramics studio" in your local internet listings.

No A pottery kiln typically gets to temperatures of more than 2000 degrees, impossible in a regular oven. There are some pseudo glazes that can be hardened at lower temperatures. Made for hobbyists. They aren't very good quality. I'd suggest finding a local community college willing to let you use facilities instead.

it the pottery already has a basic white glaze, you should be able to find some paint which you can bake on just using your oven. I had some a while ago, but sorry i forgot the brand name, but I know it's out there. It worked fine.

There are low glaze paints that can be used on oven proof plates and dishes, or ceramic tile. These can be ordered for most art supply stores. Try www.sax.com. Paint on dishes and fire in oven.
