No they don't. Even though bears do not exactly hibernate(sleep). They are extremely drowsy and sleep a lot, they eat a large number of leaves, twigs, and even mud as their last meal before heading into their den for their long rest. This forms a kind of "plug" in them that stops the urge to go potty. After they come out, they need to expel the plug, which is where the rabbit joke probably came about.

Princess has it about right...bears eat hay, twigs and other materials that settle to the bottom of the rectum to create a 'plug'...that, along with their markedly decreased metabolism (where the process of digestion and excretion is slowed down considerably) during hibernation, the average bear doesn't have to tend to business until after waking up.

No they don't. In the spring they are all stopped up actually. So they start instictively clawing at and eating tree bark (I forget the tree type) as it has an ingredient found in common houshold laxitives.

Not only that, they don't urinate, either. Somehow they can filter the water thru their body so they don't need to drink all winter. Scientists are studying this as something that may help us during space travel.
