I've had several nice stays at Noordzee Hotel, they have a website at http://www.symphonyhotels.nl/ They're a not too large hotel that is very friendly and clean. It's been a few years since I last stayed there and I've heard they've changed ownership, but I'd still make it my first choice if I were to go to Scheveningen again. I can't remember if their rooms actually had a beach view -I stayed there for conferences rather than the beach and in winter, so it was usually dark before I even returned to my room- but it's very close to the beach, on a side-street of the Boulevard.
