There are shrink wrap insulators.

You join the two ends, put the insulation over the joint and apply heat.

The two pieces of wire should be twisted together and soldered. Then they need to be sealed against moisture. I'm not familiar with what's available on the market these days for this purpose, but I do know the telephone companies have a special shrink-wrap type of material for buried telephone wires that get cut accidentally. Check at your building supply store with their electrical department expert.

I wouldn't recommend it. Can you be completely sure the joint is water proof? Would you bet your life on it?
