The earliest known ship builders were the Eygptians, as early as the Predynastic era. They even had a Navy.

There is no written history to support or suggest when boats were first made. I recently read a book that taced the origins of a place called "ID". Not the psych term, however, a place in Isreal, that, may or may not be the base of man as we know it.
It describes the developlment of many things, including, a boat to fish and challenge other communities. Hope it helps.
It is a long but worthwhile read.

There are remains of dugout canoes associated with some Early Stone Age sites.

There is an Egyptian vase in the British Museum, believed to date to 6000 BC, with a picture of a ship with a mast and a square sail.
